Spain to tighten rental rules with room rent caps, seasonal lease curbs

Spanish government has announced a series of stringent rental market reforms to address escalating housing costs and growing affordability concerns across major urban and tourist-heavy regions. The proposed measures include tighter regulation of medium-term and seasonal rentals, along with rent caps in designated high-pressure housing zones. Prime Minister Pedro Sánchez also unveiled a policy offering a 100% income tax rebate to landlords who renew existing leases without imposing rent increases, incentivising long-term stability in the rental market. These reforms are intended to ease the housing shortage, which has been exacerbated by the rapid expansion of tourism and short-term accommodation platforms, while balancing the needs of residents and the hospitality sector.
